When I delete photos on iCloud, they are not removed from my iPhone. Saw a previous question that was answered indicating they have to be deleted directly from the device, but iCloud indicates otherwise

It can take up to thirty days for Apple servers to delete your photos. I suspect that the ones you are seeing are sometime in that time frame.
