I'm unable to share AirTags with my children

So, I purchased a few AirTags to help my children keep track of their items (backpack, violin, etc.). Imagine my surprise, when I try to add the AirTag to their account, or even share one of mine with them, It’s not possible. I somewhat would understand sharing AirTags outside of an Apple Family, but I’m trying to share the device notifications *inside* a family. It’s really frustrating, because it’s such a useful tool, and I don’t understand why Apple has only allowed this to function when the minor turns 16.

I hope this can change in the near future, so Apple lets the parents decide, not the age of the children.
