Seems like I could do this before, but now I can't magnify or decrease the screen view by pinching and double expanding fingers. I know there's some Zoom accessibility in settings, but isn't that a magnifying glass? That's not really what I want.

Presumably you can still pinch to zoom on your iPad in general, but not in the Notes app in particular. I believe that’s a restriction of the app.
Perhaps you can accomplish your objective by taking a screenshot and zooming that.
There is no pinch to zoom in the Notes app.
