iCloud Data isn't Syncing when I try to setup my new iPhone

I have a new iPhone (iPhone 14 Pro) and would like to sync my existing iPhone (iPhone X) to this new one but the system paused the sync process and had the following message, "Some iCloud Data Isn't Syncing: This iPhone isn't syncing your end-to-end encrypted data across all of your devices. It includes saved passwords and data from Health and Maps. Verify your account information to resume syncing." I checked all my devices, iPhones, iPad, MacBook and Apple Watch and all of their account information is correct. Because the sync for iMessage has been paused, I can not read any new messages even I have updated the cellular information to my new iPhone. Please see if anyone can help. Thank you very much in advance.
