Error deleting messages stored in iCloud

To start I have Messages in iCloud turned off on all my devices, but there is still 100mb of messages stored there. I have turned syncing back on then deleted messages to try to recover the space. Every time I click “Disable and Delete” I get the below error. Is there a way that I can get rid of the messages? I don’t even know what messages are stored in iCloud because in the delete messages section it says there’s a little over 500mb of space. I have contacted apple support about this to no avail and I have had this error on my iPhone 13 and now my 15 from I’d say iOS 16 on.
