iCloud Shared Album Videos All of the Sudden Won’t Play

When my wife or myself post a video in a shared album, the members in the album cant get the videos to play. They can see the photos and the first frame of the video, but it won't play. We have had this shared album for years with no issues and it’s just starting to consistently do this. We did recently move abroad, so not sure if that has anything to do with it?
