How to have iPhone have more rings
My phone only rings 3 times before going to voicemail or people quitting the cal.

This is a carrier specific thing. Some may let you extend the time a call attempt will last before it goes to voicemail but you would have to contact them to find out. If callers are ending the call attempt before you can answer there is nothing you can do except call them back or ask them to not end calls before it is answered or sent to voicemail.
