Issues with setting up child’s account

I’m attempting to set up an account for my child and I get all the way through the process to verify the phone number used for verification and I get a message that simply says “account cannot be created at this time”. I’ve tried multiple times, I’ve changed the number, I cannot figure out what’s happening. (It’s not the payment or the email, it allows me to input everything up to this step).
