Paid App family share not working after latest update

Ever since my iPad and MacBook Pro Updated last week, All of my Paid Purchases on my Wife's iPad are no longer accessible from my iPad or MacBook.


I get a message saying "Redownload Unavailable with this Apple account". Just to clarify this was working before the latest update and we did not cancel or refund the app.
