sharing iCloud Photos and calendar and apps

Trying to share iCloud with family member who has their own Apple ID. It seemed to work because the devices all back up to the main account's cloud storage. But photos and calendar don't share either way back and forth. And a monthly pay app will work for a short while and then stop.

Feel like I must be missing something.
