Moved from iTunes to Apple Devices/Music/TV and can't find playlists to sync

I copied my iTunes folder to a new PC and installed the Apple Devices/Music/TV apps (I did not install iTunes on the new PC). The Apple Music app sees and plays my playlists, but when I go to sync them to my iPhone, it only shows "Love" "Recently Added" and "Top 25 Played" under Playlists, but it does show all of the entries for Artists, Albums, and Genres. I checked the settings under Music and Devices, but I don't see anything that looks helpful. I reinstalled the Apple Devices Windows app and logged out of and back in to my Apple Account and nothing has changed. I do not have a subscription to the Apple Music service.
