Kids Apple Watch

I’ve recently bought a Series 9 GPS only, but wanted to get an SE for my 9 year old.

Can I just have a cellular watch for him and be able to use the Family Sharing features or does my watch also need to be cellular?

What does people do for the cellular plan for their kids Apple Watch? Do you pay for a whole new plan, in my case in Australia, the cheapest is $65/month + $5 esim = $70/month. Is that what everyone else has been doing? Is there a way to only have ONE plan but have a different number for his eSIM?
