I think I made a mistake saying yes to update 18. I am trying to setup new iPad using old iPad. It asked if I wanted to update to 18 on new while setting up. I been waiting almost an hour since the download and still only spinning icon on both devices. Do I quit and run setup without the software update?

I have the same issue with my new 10th Gen iPad. Initially, i waited two hours with no movement. I restarted the new iPad and began the set up again; however, i was not given the opportunity to complete the setup without first completing the IOS update- there was no button to click to opt out- so i’m stuck in a loop. Did i miss the opt out?

I’m having the same issue. Just bought a new iPad and I’ve been in the “update” mode for over an hour and a half. It won’t let me set up the new device without installing the update and I don’t know if it’s actually installing or glitched out.
iPadOS 18 is big update, so it can take a while. The version is around 6GB big. I'd give it more time still.
Nonetheless still a decent size, has it moved more since or is it still stuck? If it's still stuck, restart set up.
Be aware that the iPadOS 18 update for the iPad Pro M4 has been temporarily suspended pending fix of an issue that can render the iPad Pro M4 unusable. The update remains available for other compatible models of iPad.
If you have a different but compatible model iPad - and the process has stalled for many hours - then you might be well advised to abandon the process by restarting the iPad. After restarting, you can restart the transfer process without performing the update.
When the transfer has successfully concluded, allow the iPad to finish background synchronisation processes - which may take 24 hours. You can then consider a further attempt to update the iPad.
how long time need software update for transfer all data from 9th generation iPad to 10th generation iPad? I’m trying to transfer but but iPadOS 18.1 software updating and already 1.5 hours gone but still waiting…
so how long need to wait for next step?
