Child cannot edit contact names despite “allow contact editing” set to YES

Child NOT able to edit contact names despite the following settings showing on the parent’s phone:

settings / screen time / [child name] / communication limits

manage [child name]’s contacts: OFF

allow contact editing : ON

both phones using iOS 17.6

n.b. The contacts app is not blocked in any way in other screen time settings
