How to organize my thoughts? Is there an Outline Mode?

I’m new to creative writing although I’ve used Macs for graphics and animation since 1984. I only using an iPad Pro since 2018 now.

I feel like I need to print all the little paragraphs, the little bits and pieces, little scraps of paper with ideas on them. On each would be a big headline about the content of each scrap so I can step back and take it all in. I can pin them on the wall or lay them out on a big table and reorder them. Is that a viable way to work or does Apple Pages do something like this? Isn’t there an Outline Mode that is interactive with the content of the document? I’ve not written anything with an outline that I can remember.
