How do I import my playlists into Apple Music?

When I migrated from iTunes to Apple Music and Apple Devices, my Music did not all transfer correctly, even though everything was in the standard folders. Therefore, not all my music synced to my phone. I also noticed on my phone that my playlists were gone. I ultimately removed/reinstalled Apple Devices, but now Apple Music has all my playlist names, but the playlists are just empty. I have the playlists backed up as *.txt files from iTunes days, but I can't seem to import these files into Apple Music to recreate my playlists.

How can I get my playlists back without having to manually recreate them from scratch? Some of my playlists had hundreds of songs in them.
