Icloud family sharing issue

I have purchased an iCloud storage of 2TB, added one person to my family, and shared the storage with her. She does have access and can backup but however she is only restricted to 50 GB. I do have free space up to 1.96 TB but she cannot use this space. Can someone please let me know how to remove this restriction so we both can share the 2TB storage.
