Yet ipXr have this on Control Center

If the iPhone XR is showing you a control for this feature, and you can toggle the control to the "On" position, that would appear to be a bug in iOS.

You can report the bug to Apple here.

Then Apple might fix things in a future iOS 18 release so that unsupported phones do not show the control at all – or at least, do not allow toggling it to the "On" position.

Because your iPhone doesn’t support the feature. New features don’t necessarily appear on all devices which can update to the newest iOS release. Your phone won’t get Apple Intelligence when it releases either. While we cannot answer “why” question here on this user to user only forum, we can guess that the hardware on your phone simply can’t support the feature. If there are features you want which your phone can’t support, Apple will be more than happy to give you a trade allowance for your phone towards the purchase of a newer, more modern iPhone.
