I can't drag Contacts cards into folders. When I open Contacts I can do it a couple of times then - I can't. I tried quitting then restarting holding the shift key down - same story. Sometimes I can drag into one folder or another but not into all of them.
A problem that has surfaced in about the last couple of months.
Not good for a busy person............................
iMac 27″, macOS 13.3
n Disk Utility>View, select Show all Devices, highlight the top left entry.
Run Disk First Aid on all items in the left panel, from top down.
Are you running any VPN, Anti-Virus, or Cleaning apps?
Do a Get info on your Home folder, unlock the lock in the Get Info panel. Make sure it says you have Read & Write privileges.
Using the tiny gear icon, use the drop down to "Apply to enclosed items...

I don't feel expert enough to run Disk Utility
I'm not running any of the apps you list.
I have done what you suggest to the home folder.
The problem seems to be solely related to a new list that I created.
I can drag one card into it but then I have to quit Contacts and re-open it to drag another card ..... and so on.

May be try a Safe Boot instead...
Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode? Could take 10 minutes or more.
Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions, so if Safe Mode works try again in regular boot.
