Safari app is still available in child's iPad, despite being restricted in screen time 'allowed apps'.

We have screen time set up for our 11 year olds iPad with Safari as a restricted app within content and privacy restrictions. We are running the latest iOS. However, Safari is still available when you search for it and is fully functioning. I can see other parents have posted the same problem and there doesn't seem to be a fix? We have restarted and toggled restrictions on and off, nothing seems to work. This is not acceptable.
