The support article If your Apple Account is locked, not active, or disabled - Apple Support has solutions for three frequently encountered reasons for an account to be disabled/locked/not-active:
● If a message says "your account has been disabled in the App Store and iTunes Store" or "You cannot login because your account has been locked", you might be able to request reactivation by tapping Continue right from the alert. According to various posts, Apple may also permanently lock accounts for various reasons. If none of the above apply to you that may be the case here. Contact Apple and ask if that is the situation, but don’t expect them to tell you why.
