Why is Safari so slow on MacBook M2 SonomaOS ? Took 3 seconds to open an empty new tab.

It takes more than three seconds to just open an empty new tab on Safari.

Chrome, Arc, Firefox all work just fine on my MacBook Air M2.

Safari is clearly broken.

Stop telling user to check internet condition, check anti-tracking settings, restart and clean cache.

IT'S NOT HELPING.

Just fix and update the pathetic browser.

You clearly have another issue going on and it is not Safari causing the problem. Opening a New Tab, whether it opens on an Empty Page, Home Page, or Start Page is instantaneous for me. You failed to mention if you have added any third party Extensions, so not clear if you have one that is slowing Safari down. I would remove every Extensions at Safari > Settings > Extensions.
