Will moving an email account between family-shared accounts lose purchased app access?

I'm a non-custodial dad, and I just purchased an iPhone so that my son (11 yrs old) won't lose his ipad purchased games. I signed up as the primary on the iphone (to monitor activity) and wanted to add his Gmail account under family sharing (the phone will be used by my son). However, his mom had already added that Gmail account to her family (she has a seperate iphone account), allowing my son to buy games for his iPad. To allow my son's gmail to become part of my family share, and allow his games on yhe iphone, she has to remove the gmail account from her family. Will he lose any apps purchased under the Gmail account?

And one more thing, is there a way to have the phone setup to where if it was his iphone? I only added my son to allow monitoring... but it seems that if he calls or facetimes, my account is used. Thanks in anticipation.
