Can I access my iCloud if I forgot my Security Code?

while synching i cloud after i have entered my laptop password , iam asked i cloud security code ( four digit), i press forgot security code, then i get an answer to use another device for this purpose

Forgot my iCloud pw and security key I was recently hospitalized for 3 months. During this time I Forgot my old iCloud password and security key I don’t even remember making a “security key”. How to access forgotten Apple ID password and security code I have forgotten the 28 digit security code and password. How or WHO can I get to reset my password? I refuse to believe it can’t be done. There is someone, somewhere that is just that inclined in technology or a technically inclined geek squad that is able to get around apple security for the right price. I just have to find them.
