Using deleted recovery email as Apple ID

Is it possible to use the same recovery Apple ID email as a new Apple ID? I’ve just deleted the email as a recovery email to try this out, however I am still getting the red letters, saying that email is not available, initial thoughts are that it may just take sometime for Apple’s iCloud to disassociate the email from the account.

After some research it seems like I should assume that what is true for the Apple ID in general i.e. can only use email for Apple ID once, is also true for recovery email.

Would appreciate any thoughts on this!

No, once your Apple ID is deleted, you can't use the email address that you used with it to create a new Apple ID. In addition, you can't use that email address with another existing Apple ID except as a rescue [notification] email. Also, if your primary Apple ID email address is with a Custom Email Domain, it can never be reused to create an Apple ID after your Apple ID is deleted, even if the domain ownership changes."

* I take that to mean you can use the address as a notification address, but the reverse–using a notification email address as an Apple ID–is not possible.
