On my cousin's iPhone 13, unknown (spam) message motivations are not silenced. While they do appear in the "Unknown" senders category in messages they still get annoying alerts.
However, on my older iPhone 12, I don't have this issue. It's silenced.
Is this an iOS bug?

The next best thing to blocking unknown senders via text is Settings>Notifications>Messages>toggle Unknown Senders off.

No, this is not a bug. Please re-visit the Focus Settings.
Yes, thank you so much!! I completely overlooked this setting. I let everyone know to turn off this notification.
Focus is unrelated to the issue I described.
