Why is Screen Time unavailable for my child's iPhone?

Screen Time for iPhone has not been available for 7 days. Make sure the device is connected to the internet and is signed into iCloud with Apple ID.

My screen time set schedule keeps resetting for my kid and I get this message that’s he’s not signed in to iCloud. But he is definitely signed in.
