I put parental controls on. But somehow he was not only able to bypass my content he was able to access sites that have adult content. Isn’t there a way to tighten down the controls so that the phone is not able to do this and can only access things I allow just like apps?

I assume you have used the Screen Time setting to limit access set to Adult websites. Although this is a good step, there will be no way to completely eliminate access as there is not a list of websites that claim to have adult content that would make it easy to block. With this setting though, the person will not be able to clear their web history, so you are able to view the sites that they visit and take appropriate action when necessary. You can eliminate web access completely or allow only a few websites that you choose to prevent any other access.
