Optimizing space on iCloud: family and more

Hi,

I would like to optimize the space on my iCloud account, because I reached 200GB and I would prefer not to pass to the 9,99€/mo. plan

My daughter occupies 16.5GB with its phone. She's an under age, so i would prefer to continue to authorize her for apps and to do some other parental controls on her.

How could I free that her space (I could pay 0,99€/mo until 50GB if she's goes on her own) maintaining those controls on her device?
