I am thinking of buying an email name through the Icloud option on my phone - - but how does this work for family members sharing that address - Is there a simple guide ?

You would basically have a window into your partner's mail only, and only for that email account. You could do anything with that account that the true owner could. Basically the Mail application let you add multiple email addresses with normal access to each.
You may also need to configure the mail servers, but let's approach that if the issue arises. It is specific to the email provider and I don't actually use iCloud for mail so I don't know what configuration it requires.

Apple does not charge for email.

Family members will each have their own Apple Account and can set up their own iCloud email address. They cannot share an email account without sharing their entire accounts with Apple.
You can add multiple accounts to a Mail app. If you want to share one you could either make it a family member account (not such a great idea since everybody else would have access to the entire account), or you could set up a joint Apple ID just for that purpose. For that matter it doesn't even have to be an Apple email address. I have 3 accounts set up in my mail, with 3 different providers.

The goal is simply family access to a shared family mail - like I think we can with a diary etc etc The only wish was for it to be an iCloud email somehow.
buying a “ family” name was to try to get to that within iCloud mail - a workaround but I have no idea if it’s a option

we would use the new blank Id method but would also need another new email I think to set that up - aiming for less if possible
Why not just use a non-Apple email service? Then you only need to deal with one email account.
