New contacts not saving to the iCloud folder?????

When someone texts me a contact, I save it, but it does not save to my iCloud? folder and thus doesn’t get backed up to the cloud. How can I change this so I don’t have to manually go in and add it to the cloud each time?

When someone texts me the first time and I select “Create New Contact”, there is nothing to indicate I’m saving it anywhere other than iCloud. How can I fix this since Apple doesn’t seem to care?

I’m trying to recover about 2800 contacts and co workers using what’s app to steal my messages and customs. And of course money$$$
