Does having family sharing with Apple TV+, and other family devices like iPad or Mac in the household allow members to sign in and use Apple fitness, or Apple fitness + without having an Apple device in their immediate presence, other than the TV with the program on it?
Could you be more clear with your question? If you are referring to the Apple One subscription which provides both Apple TV+ and Apple Fitness+, you can invite up to 5 other people to join, with private access on all of their devices.

AppleTV+ and Apple Fitness+ are two different programs. Apple Fitness+ can be shared with other members of your family sharing group.
