I need to turn off parental controls on my sons iphone

My son was living with his father and he put in place certain parental controls that included deleting the Apple App Store. My son is now living with me and his father won’t give me the information to reset his phone.

how can I reset my sons phone so that I have access to it and can turn on the controls I deem necessary.
