Sharing icloud storage in family to certain members?

I understand this cant be done [which seems daft], I mean children save so much they are eating into the allowance the parents use. I want me & my partner to have access to icloud for backing up our devices, but only want to share Apple Music & Apple TV with kids and they can learn to make do with their standard free 5GB icloud access...how can I do this and how disruptive will it be...ie. will I have to delete the whole family group and start again with one group from me and partner and some sort of separate group for the 12 & 13 yr old kids?
