Apps with Family Sharing availability

I purchased a subscription with the Picturethis app. When I purchased it, I made certain the app was in the Family Sharing category. My wife, who is in my Family Sharing group wished to install the same app on her iPhone. The app was charged to my account even though the subscription I purchased has not expired.

What gives? I thought she could install the app under the Family Sharing? Why was I charged for an additional install with a family sharing member?
