iCloud folder sharing with anyone still requires Apple ID?

I've researched and read the articles and postings here and everyone who responded to previously asked questions made it sounded like it's straight forward but I can't seem to make it work. I shared a folder with the settings that anyone with the link can view and edit, shared the link to a non-Apple non-iCloud user and when they open the link on the web browser, this is what they see -

There is no other options other than forcing them to sign in into an iCloud account and add that to their iCloud Drive.

What am I doing wrong here?
