I have Apple cash set up, but when I go to Apple savings, withdraw, type in amount, it does not give me the option to send to my Apple credit card, only to my USAA bank account. What am I missing?

Do a pull, not a push transfer. Go to Add Funds to Apple Cash and choose your Apple Savings account. If it’s not setup to funds Apple Cash, you can change the default account in the Settings app under Wallet & Apple Pay.

Please follow this path,
iPhone > Settings > Payment Cards > Apple Cash > scroll down > Bank Account > tap current account or add routing number and account number for Apple Savings account.
