Cannot turn off advanced data protection
issue turning off advanced data protection after a restore of phone. Even if I start with a fresh install get the error. In addition to this get an error with shortcuts not syncing.

Apple is aware of the issue. I experienced the same. Apple Support said engineers are aware of the issue of turning ADP off or on and still working on it to fix
Steps tried
no vpn
tried on WiFi and cellular
no screen time restrictions
removed and replaced the trusted number by switching to a secondary number then back again.
reset network settings
reset phone
reset the iCloud password
new recovery key
The last 2 I’m wondering if that would trigger a delay of up to 72hrs

The fix has been released. Update to iOS 17.6.1.
Removed old devices from icloud
removed trusted device and added again
made sure that all iOS is up to date
