messages taking up a lot of icloud space but top conversations taking up very little of the storage

My iCloud storage has been full for multiple weeks now, and messages is taking up 5.2 GB, while it says top conversations is 7.7 MB. I have turned off iCloud for many, many apps, and even with that, it does not help much. Is there a way to make it better? I have photos backing up to google photos to preserve space. Also, WhatsApp is apparently taking up 8 GB in backups; anyone know anything to help with that?

Edit: ignore the whatsapp thing. That was in backups, not in iCloud. And also it changed to 5.5. The messages storage issue is in iCloud, not in backups
