Downtime contacts no longer allowed

My son recently got a new phone (an iPhone 13) and he no longer can contact me during his downtime period. I am still listed as a downtime contact, but he cannot call or text me, his dad, or his brother. I e attached the following screenshots showing I am his downtime contact, but that he cannot communicate with me:

we have reset his phone several times. I cannot sign him out or back in, but what other options might I take to fix this problem?
