Apple watch set up error with family sharing

I am trying to set up new apple watches for my children. The watch will be a stand alone cellular watch (the children do not have their own phones) I am trying to set them up on my iphone 11 through family sharing but I keep getting the same error : CDPStateError error -2. Does anyone else have this issue? I have tried it with both children's apple ID and with both watches, same error. Both the phone and watches are up todate with software.
