Find My , share my location, not sharing location online

hi, so my boyfriend and I stopped sharing locations but I noticed in the “Devices” section his phone is still there. It say his name/iPhone and underneath it “not sharing location”. Now, sometimes it will say “not sharing location• online” and it also shows me when he’s charging his phone.

my question is this, when it say “not sharing location • online” is he online via WiFi connection? Or from his phone’s data? . Thanks
