Instagram and Snapchat STILL don't obey Downtime and Screen Time limits despite usual tricks

I cannot get Instagram or Snapchat to obey the settings for screen time limits or downtime limits on my childs phone. I have gone through all the bizarre 'fixes' that have been suggested by various users, like adding them to the 'always allow' list and then deleting them, or creating two time limits for each app etc. I have updated the apps. I have turned phone on and off again. I have done all the hacks! It is beyond ridiculous that this is allowed to continue. Does ANYONE have a proper fix for it?!?
