Can iTunes music library on an iPhone be shared with an iPad device using Apple Family Sharing?

I live in CA and my 88 Y.O. brother lives in VA. I plan to buy him an iPad. I would like him to be able to access my iTunes music library on my iPhone with his new iPad via Apple Family Sharing ... is this possible?
