I currently reside in Montreal, Quebec and my wife is in Lewiston, Maine. I've set up family sharing from my account and everything is working perfectly on our son's iPad but my wife can/t access Apple Music on her iPhone. Is there any restriction based on the location for the family members? How to fix this issue?

For the future, yes, all members of the family group must be in the same country/region in order to share purchases.
There is not restriction on , tell your wife to change the country on her Apple 🆔 and set it up for Montreal, Quebec, log out AppStore and reboot the iPhone and she can get access to Apple Music
