Why is Apple Family Sharing not working on my iPhone?

Hi everybody.

I'm trying to share family access to my wife, but it doesn't work. I send a link to her phone, but when I click on this link, I get a message that I can't complete this action at the moment. The same goes for a personal invitation via input on my phone. In the future, I planned to share access to icloud. Please help me
