Why are message previews from non-approved contacts showing up despite Screen Time limitations?

I found this out by checking deleted photos and noticing that a typical screenshot of the preview of the messages include hidden previews of unapproved contacts. See below… a typical screenshot of a kid’s messages preview screen. Previews from unapproved contacts are hidden.

but in the following screenshot, my kid CAN see previews from unapproved contacts, but the screen shot is whited out, and the phone is still in downtime.

Is this a third party app that I don’t know about?
