Why is my iPhone asking for a passcode that I never created for iCloud backup?

I recently upgraded to an I phone 15 from my I phone 7. I had I cloud backups on my account and thought everything would be fine if my phone ever stopped working. Well the day came and my old phone stopped working so I went out and bought the 15. I was trying to setup my I phone using my I cloud backup, but after logging into my I cloud account I have to input the passcode of my I phone 7. What am I supposed to input for this if my I phone 7 never had a passcode. I'm really confused because I can't input a passcode that I never created and I really need to access my I cloud backup.
