Can phone number recognition be deactivated in Preview?

There is an unbelievably irritating obstructionist function in Preview where whenever there is a 10 digit number it prevents you from copying it because it wants to make a dropdown and treat it as a phone number for you to copy. This is constantly interfering with my work. Is there a way to shut off this function? This one issue is an entire reason that I can't just double click to open files and must use Adobe which has its own issues. What an ill-conceived feature.
