The App Store on my iPhone isn't appearing

I have screentime settings enabled on my iPhone and iPad, but after turning off installing apps once, it hasn’t reappeared on my phone. I’ve turned the setting off and on again, I’ve restarted my phone, I’ve searched through similar questions, but nothing has worked. I can’t download any apps or even view the app store. This wasn’t the case until my mom accidentally turned it off one day, and now nothing is working to get it back on my phone.

Try turning off the previous setting at Setting > Screen Time > Content & Privacy Restrictions > Content & Privacy Restrictions. After that one is turned off you should turn off "Share Across Devices" at Settings > Screen Time > Share Across Devices. Restart the device and the App Store should show again and you can continue to set your Screen Time restrictions again by turning it back on.
